Didn't know somebody around here had one of those.
I grew up watching Starsky and Hutch reruns in the 80s, so naturally I love this car.

I'd say start with the normal intake, carb, headers, and cam. Since it's a 4V enginge you can save a little by skipping the intake and carb, though aftermarket parts will give you an increase in power. All should be readily available for cheap at swap meets or eBay. Note that if you are handy you can get some free hp by adjusting the cam timing to be straight up. They were factory installed retarded for emissions reasons.

The side emblems appears to say 'Sport' beneath Gran Torino so that rules out the 6 but it could be a 302W or a 351C 2V or 4V. So which one?
Edit: I see you answered the engine question. A 351 Cobra Jet is no sloutch. Is it completely stock? Still sporting the original intake and Autolite carb?

Gears then converter then Edelbrock airgap and street demon 625 next followed up by cam. The gears are really the most fun and if you dont really freeway the car I'd go 4.11 for tire frying.

Small cam, air gap, 625 could pick up 65whp pretty easy, and be sure to tune it on a chassis dyno.

Why not just switch to some aftermarket aluminum heads to start. I've read good things about CHI heads that I believe are made in Australia where the Cleveland enjoyed a much longer production life. I'm no engineer but the volume of the combustion chamber in the head will change the compression so I would assume you could contact a the manufacturer and tell them you've got a stock compression 351CJ and they could tell you what combo of head and gasket to use to bring the ratio up from the stock 8 or 8.5 to maybe 9.5. I would have to think another point or point and a half of compression would make a world of difference. Plus get rid of 50 lbs or so off the front. Swap out the stock iron intake for a aluminum one and take a bunch more weight off. Plus go to a Holley that even an idiot like me can tune, maybe one a bit smaller then the 715 cfm Autolite that's on it.
What's the rear diff ratio on that? Maybe a 3.00? If it doesn't see much highway time that would be the first thing I'd change. Years ago I swapped some 3.73's in to replace the stock 3.08's on a 5 liter Mustang. It was a night and day difference.

I'll have to check the numbers on the rear end, but ya CHI heads ate 2k for a pair and I've looked into them. Oh its a 715 CFM stock?

If it's the original Autolite, yes, they were 715cfm. Always seemed to big. Does your's have the big valve 4V heads or the smaller valve mid-73-74 small valve heads? If you can't swing aftermarket heads, how bout a set of 302 Cleveland Australian heads. I've always heard these are the best factory Cleveland heads available. Is it an auto or manual? Guessing auto.
