That's a Cleveland cycle works 'tha heist' motorcycle. They cost about $3000 brand new and are an American company. You are welcome.

I just absolutely love the classic motorcycle look. Almost everything from WW2 and before is amazing.

Can't tell for sure. Definitely a well thought out custom. Love the 76 or 80 spoke rear wheel.
