It works like this: go to your local craigslist, go to the cars and trucks for sale section and search for the word "grate". Which will most certainly coincide with phrases like "drives grate", "in grate condision" or "has grate cuphelders fer yer mountin do cans". You may include the local results found in nearby areas.
I've done my local, Grand Rapids, craigslist:

Found a total of 20 results for the word "grate", you get 1 point for every mention of the word "grate" in a car-ad, you may add 5 bonus points if your local craigslist shows results for the word "vehicule". You may also ad a point for every time a dealer mentions the word "grate", because they should know better.
So Grand rapids scores a 21 on the CIS scale (Craigslist Intelligence Score) (20 mentions of "grate" with 1 from a dealer). Can you beat it? I'm sure some localities can! Based on these results I shall do some sciency things to come up with an index so that we can compare CIS a month from now to this months results. I am very confident this sciency research will be published within the year. I believe researches everywhere will be stunned by the uncanny correlation with much more extensive and costly research methods.

Currently the index for September stands at 44.20 (663/15), with Boston the winner at 95 and Saskatoon a grammatically correct safe haven at 4. If we remove the highest and the lowest score, the outliers if you will, we end up with 43.38 (564/13).
There you have it automotive craigslisters of America, you've been fairly and scientifically sampled, go forth and improve your listings so that we may improve upon these numbers. Once again I predict an uncanny correlation with intelligence scores, literacy rates and sexual deviancy indexes. Shit, I bet we could calculate expected population growth rates with this data before too long.

Holy shit Boston comes in at 75! With 10 from a dealer for a grand total of 85 CIS score, way to bring up the average Boston! Holy shit! They have a vehicule score of 10! We are now up to a 95 Vehicule score!

I have 54 ads with the word "grate". Multiples have it mentioned two, maybe three times. - 61 points (54 ads + 7 for double mentions)
5 points for the mention of "vehicule" once.
4 points for dealers mentioning "grate".

Things are well here, the city has grown a lot in recent years. I moved here almost 3 years ago. East town is now the place to be if you are a hipster or college student, the other areas surrounding downtown are also developing nicely, so all in all I am having a lot of fun, I am considering moving the midtown, heritage hill or anything else that is near downtown really.

but, I gotta know, are we including nearby results? cause that will seriously skew things in New England. Boston's "nearby" can include Maine, New Hampshire, Vermont, Rhode Island, Connecticut, and sometimes New York.
Looking at only Boston, and actually going through the listings (removing things that aren't cars, or use grate properly, or are in a different state), it scores more like a 14 (4 Dealer ads, plus a double mention). Both of the vehicules are in Connecticut too
