After spotting a police car with two huge boxes on its trunk — that turned out to be license-plate-reading cameras — a man in New Jersey became obsessed with the loss of privacy for vehicles on American roads. Here in VA, the user agreement clearly states your data can be used for research.
"VDOT may provide E-ZPass patron usage data in summary form to assist in transportation research"

Don't know if it is true or not, but I guy I work with told me he had gotten a letter from EZ-Pass stating his elapsed time between tolls did not correspond with a legal average speed.

I always here these rumors, but it is always I knew a guy who had a friend who got this. I never met anyone who actually got one. Not saying it didn't happen to your co-worker, but I am curious if he could show you a copy.
