Out of curiosity I want to see the fastest you can go for $100k . The car can exist in real life, or in your mind, and I personally nominate this 3-step program as an example:
1.) Buy 2014 Stingray Z51
2.) 2.3L Supercharger + cam + headers + exhaust + tune
3.) Have a car with almost as much power as an Aventador for around $80k (parts + labor included) That will beat almost anything at the track!
So OPPO, what would YOU build with $100k?

Used E92 M3, preferably Dakar/Speed Yellow.
Strip interior. back seat delete, recaros, throw out everything not needed.
ESS 625 supercharger, ESS S/C tune.
Other goodies, for more power.
Racing slicks.
I specified used E92 (rebuilt title would be fine lol) because of the cost of a new one.
Also, pretty sure a Supra could go pretty fast.

1.) One to three thousand dollars on good, rolling chassis.
2.) 97 to 99 thousand dollars on rockets, brackets to hold the rockets and maybe a bucket to sit in if you're brave enough.

Define "fastest". Acceleration? 0-100km/h? Top speed? For me, I'd buy a Lotus Super 7 then blow the remainder of money on upgrades to make it lighter with high torque like this Super 7 autocrossing machine.

Mind you, it'd be a hundred grand spend for one run which, if Mythbusters proved anything, is just as likely to end in a spectacular explosion as it is to result in any real thrust and speed.
Here's another one:
1.) Buy beater - maximum $500.00
2.) Rent Helicopter.
3.) Tow beater into the sky; drop. Near instant acceleration up to about 120 mph followed by near instant deceleration.

I didn't see anything about street legal in the question, but if a regular formula ford car is street legal in the UK, I'm sure we could fit this under the custom car laws with the appropriate turn signals/etc.

solid or liquid rockets?
Solids have better thrust vs weight, but liquid propellants give you more control over your burn.

9. $5,000 in race and safety equipment, including a roll bar, harness, and fuel cell. $92,000

You have built a relatively reliable street car with 900HP, weighting 2000-2400lbs, for $100,000. This has a better power/weight ratio than an AMS Alpha Omega.
Fact of the matter is, any "tuned car" is going to be slower for the price than starting from scratch and using your own knowledge and labor to put together a capable machine.
That, and unlike most high-HP builds, putting money into the chassis means you can actually corner with it and the body won't tear itself apart from the power.

I've spent a lot of time researching how to make reliable speed for cheap. $100,000 isn't the problem.
The problem is making speed for $5,000 or even $30,000. That's when you don't have the freedom to customize or optimize your build, and you have to go off of junkyard or stock parts.
