Okay, so I'm confused. I thought the phrase had a negative connotation to it, but I've also seen it used positively has well.

Negative example: God, that Hello Kitty themed Ferrari rustled my jimmies.

Positive example: God, that stick-shift diesel wagon rustles my jimmies!

So what's the proper usage?

Rustling the jimmies, as I've understood it (and heard it actually well before it was being used here) is anything that bothers the content. It doesn't implictly mean something is negative or positive, but it means that it messed you up. It bothered you a bit, and your jimmies have been sufficiently displaced. You may be discomforted, but you're not necessarily making a quality statement.

However, it has also come to mean either boner-inducing or bowl-moving as well. Both of these I think are derivative meanings that resulted when the phrase became memetic. I think people associate "jimmies" with underwear, even though there is (from what I've seen) no association that exists.

The, more literal, interpretation is that someone messed up your ice cream sprinkles, shook them up, displaced them somehow in an uncomfortable way. Essentially "this thing brought me out of my comfort zone."

So both usages you posted are technically correct, but just not very accurate.
