Why would something come out on DVD but not on blu-ray? I want to get the first season of Elementary but I want to get it on blu-ray. The DVD came out today. W T F?

For a recent show like that, that has been shown in HD, it's probably because they decided it wasn't worth the extra cost (some listed below). It looks like it also might be a Paramount thing, since they also don't even put NCIS (probably their most popular show right now) on Blu-ray.
DVD authoring and replication is still quite a bit less expensive than Blu-ray, most QA is still done by burning onto disc because there's no emulator like there is with DVDs (at least at the places I'm familiar with) and it costs more because of the Java and whatever else goes into Blu-ray that isn't on DVD. And the discs themselves still cost more.

Big Bang Theory is on Blu-ray though :(
I guess I'll start a DVD collection for this series then.

But Big Bang Theory is from Warner Home Video, not Paramount, even though they're both shown on CBS. WB puts more of their shows on Blu-ray, but still not all (they put Person of Interest on Blu-ray, but not The Mentalist for example). Fox is actually good about getting their shows on Blu-ray, even shows their TV department cancels like Firefly, Sarah Conner Chronicles or Dollhouse.

The same thing happened to Community , which is actually on track for its 5th season, and for certain small indie movie releases. Apparently Bluray printing still costs noticeably more than DVD printing.

Not enough profit margins? Aside from the most lucrative shows, TV releases don't really fly off the shelves unless they're in box sets. Netflix and Hulu don't help.

That's the thing. CBS doesn't license jack squat to air on hulu or netflix for the most part.

Paramount doesn't seem to have a good track record for releasing their TV shows on Blu-ray, mostly just DVD.
Unless it's something they know they can sell, like remastering Star Trek: TNG.
