It was actually done on purpose to show the ramifications of not properly venting a tank car when unloading. Here's an article on Gizmodo.

Cleaned the inside of the tank with a hot water pressure washer and sealed it back up. After the water inside cooled, the presure differential crushes the tank

Awwww, I thought Thor got angry or something.
I am assuming that all of the pressure on the inside rushes out to equalize on the outside and then car just kind of crumples in on it self. That is just what I think. I couldn't find any info on what actually causes this.

It won't actually rush out to cause this. If it did then it probably wouldn't crumple. This is most likely caused by a change in temperature. Hot gasses inside? Turn to cold temps? (Also looks like maybe they are draining the tank as well without venting air into it to replace the void)
The pressure, volume, and temperature ratios all want to stay the same. Once the pressure drops due to temp change, the volume is going to want to reduce as well to keep everything the way it was. The vacuum was too much and BAM! Crumpled soda can. The venting would allow the vacuum effect to be negligible.
These tanks are designed to not expand outwards first and foremost... but crumpling a cylinder is actually a lot easier to do if you don't take simple precautions.

I have wondered why they paint them such a matte black. You'd think the sun beating down on it would become a problem.

This happens with commercial brewing (beer) tanks periodically. Grain silos too.

This happens quite often to the silos at cheese plants. When they drain them they can crush if someone doesn't properly vent them (or make sure the vent is actually opening). When it happens down there I know they get particularly upset, since the entire silo is stainless steel. and has to be shipped in as one huge unit.

Ya know you can probably do the same thing at home. Fill a water bottle up with a little bit of hot water. Close the lid tightly then chuck it in the freezer. The same thing should happen.
