I keep seeing you guys post amusing and/or interesting animated GIFs. What is the best way to create animated GIFs? I don't own Photoshop, and I don't think you can make animated GIFs with Paint.NET.
I tried asking Google but the results I got made my malware sense tingle.

+1 on The GIMP. It's free and can be tweaked to provide much better results than Photochop.

I use this free Video-to-Gif converter . You select a portion of a video (using a time index, i.e. 0:00:15 - 0:00:36) and it will grab all the frames from that segment, you can then go in and individually select which frames to use and create a Gif.
Another tool that works well with that is the YTD Video Downloader (enter a YouTube url and it'll download the video!)
