Growing up in the Northeast, it was always Stew Leonard's. They only had three flavors: vanilla, chocolate, and strawberry, but man were they good!

IKEA definitely ranks on top because (at least here in the netherlands) they are self-serve. You buy a special coin, walk up to the machine, hang your cone in the machine, throw in the coin, push the button and then the machine fills your cone while the cone holder moves down. When the cone holder has moved a specified distance, the machine stops. And there lies the trick. Block the path of the cone holder => infinite icecream!
You won't enjoy the extra ice cream, but you'll definitely enjoy the looks of everyone around you who sees your ice cream is twice as big as theirs.
