Not only that, but the highest altitude track is what? Interlagos @ ~2600ft?

The turbo wasn't chosen because it had an advantage at altitude, but because it had an advantage everywhere.

3.0L NA is not at all comparable to effective displacement next to 1.5L @ 10K RPM being fed 4-5 Bar boost with decent intercooling and fuel that is so stable it had to be HEATED before injection.
