I have a sneaking suspicion it'll be neither. Partially evacuated tunnels with wheeled trains may win. The problem with maglev is that wheeled trains can go faster than we really want to at the moment, given the cost of the power needed to overcome air resistance at high speeds.

Wheels are much cheaper. If you go up above about 200mph you start to have problems with wheels, but that's about the limit we're at in energy cost terms at the moment. The moderately feasible PET systems with current tech at reasonableish cost don't involve a very low pressure, so trains won't be running much faster, just cheaper.
