Use a heat gun to start with. Vinyl doesn't come off easily when cold. If you do it right, there shouldn't be much residue left. Now, if we were peeling it off of metal, I'd just say use some brake cleaner to remove the residue, but I don't have a whole lot of experience with paint.

To expand on what Paul said, you want to be careful applying too much heat, as you can pull up some paint as well (ask me how I know). A plastic putty knife can also be helpful, but not often necessary unless you're dealing with a lot of small pieces (like a die-cut sticker).

If you're taking off a badge, heat, then use some dental floss or fishing line to get between the paint and the adhesive.

I'd recommend Goo Gone over brake cleaner for the final cleanup. Brake cleaner is not nice to your paint (though quick application and immediate cleanup might not do anything noticeable).

Heat and time, some cleaners help, but removing vinyl is just a pain in the ass if it's decent quality and installed well.

Most vehicle-grade vinyls are temperature-sensitive. The adhesive softens when warm. So find yourself a heat gun and warm up an edge. Don't get it hot, just warm. A hair drier is probably not warm enough unless you're willing to be veeerrrryyy patient. Slowly start peeling up the vinyl. If it was applied less than a few days ago, soapy water will help. Otherwise just peel it. Residue can be taken care of with a combination of rubbing alcohol and your favorite paint-safe degreaser. Spartan SD-20 if you have it, Goo-gone (or the like) if you don't. The isopropyl alcohol usually takes care of it, but will strip the wax off your paint. Definitely wash and wax afterward if it was a large decal. Actually, wash and wax regardless. Your car deserves it.
