What's the story? I only got that they do U-turns, but why there?

I still don't understand why they are making the U-turns. I looked at a map and I don't see the shortcut they would use by making an illegal U-turn.

Because it's a gigantic stretch of road with no breaks in it and heavy congestion, is what I gathered from last time. People don't want to sit in traffic, so they take that one break in the road, which happens to be the entrance to Sonoma Raceway to make the u-turn.
I can kinda' sympathize. It sounds this is an issue the local government needs to work out.

Highway 37 is pretty much a two lane road until it gets to the intersection just before Sonoma Raceway, when it becomes a one lane with a left-turn lane all about a few hundred feet from a blind crest that people take at freeway speeds.
So as a result, you're either stuck in the mile-long stretch of cars in the right lane and trying not to get crushed between two tractor trailers or taking your chances in the left, hoping that some naive schmuck will leave you enough gap to enter.
A lot of people don't make it to the right lane on time (for whatever reasons) so I'm guessing how/why they end up there.

I saw that, and I understand if you accidentally turned down Arnold Dr off of 37 and had to turn around there is nowhere else except for a while down the road. But the article and the sheer amount of cars doing make it seem like they are taking a shortcut by making that u-turn and I don't see it.
