Thankfully for me I live in the US, and Ohio doesn't have any sort of inspection process. You can register and drive ANYTHING! Don't you know someone with some wrench turning talent? This pile of crap does indeed sound like a great winter beater.

I think by the sound of it I need someone with welding talent. In an MOT, if there's any rust (structural, not surface rust) within 30cm of either a sealbelt point or suspension unit it's an automatic fail. I reckon this thing may need a bit of attemtion! You goddamn 'Murcans and your lack of mandatory sensible maintenance rules... I'm jealous

I'm considerably more frightened of that fuel tank than anything else. Oh no, wait, it's diesel, so it'll just stink, not explode.

To be honest, or more precisely, by being dishonest, you can get anything through an MOT. The question's still whether you'd be willing to drive anything that'd fail an MOT on anything except emissions. I wouldn't.
If you vaguely care about being safe, the MOT's no real imposition.

Mind you, it's a bit wordy. The whole of section 1 is basically just 'check all the lights work'.
Oh, I just learned something new, and it's relevant here: a broken steering lock is an MOT failure.

Well, the broken steering lock needs fixing to pass. But a bit of welding's no big deal on something with no cosmetic value, because it can be as rough as you like. If you don't already know how, sounds like a good opportunity to learn.
If the running gear's actually in good order, and the engine will pass the emissions test, it's hard to think what there is on that which could go badly wrong. Brake lines and fuel lines would be a bugger to replace, and something like new shocks all round might get expensive, but other than that it's mostly just lights and stuff for the MOT - with quite a wide definition of running gear.
