STI means Subaru Tecnica International, nothing to do with rally. Look up the S201, S202, S203, S204, R205, R206 if you want examples of very fast on-road imprezas that STI makes. The Impreza was never just about rally to Subaru.

It's primary business is motorsports ie the BRZ SuperGT, Group N parts, and formerly WRC (in which they collaborated with Prodrive). Their tuning business is secondary. You are right about the last sentence though :D
