Here in Puerto Rico some say it is used to mark drug turfs. Another and more reasonable explanation is just kids having fun and hanging their shoes there. Here is a link with answers from yahoo users from different parts of Latin America (Google Translation to English):

I think it's used near me as a drug house marking. This sketchy house full of rich white kids in their mid-twenties had shoes over the power line in front of their house for a while. Rich white kids I've known love pushing drugs, despite their parents giving them everything so I'm gonna assume the shoes were used to direct folks to the dealer's casa.

During cross country practice in high school, many of us would take off our shoes to do sprints because grass feels REEL NAS on bare feet. Anyway, we'd occasionally tie someone's shoes together and throw them up in trees to be funny.
