I'm not sure where you're getting that they're off the pace. They were two seconds slower than last year's P2 pole time, but the P2s have been slowed down since last year.

That's what I meant. I hoped they would just be able to update DPs and leave LMP2 classification the way it is world wide.

They're not taking the P2s out of ACO spec, as all IMSA is doing is raising the minimum weight and requiring the LM aerokit at a few tracks. If they didn't touch the P2s, the cost to upgrade the DPs would be even higher than it already is (and even the current cost is causing everyone to complain).
