It's almost certainly an F1 car from some point in history (90s?) and it has enough detail that is seems to be based on a specific car. I don't know enough about F1 history to deduce anything more. A specific team or model might be a stretch, but can anyone at least come up with a date range? I'll give you a super awesome prize if you do!

That was the infamous Williams Aluminum tired car.They found it only worked best on very rough or dry tracks. The ring was to eliminate passing opportunities. (This was soon banned by the FIA).

Grooved tires ran from 1998-2008. Toward the end of that era though the cars got pretty crazy aerodynamically with all sorts of winglets and other trickery. I would put this car earlier than that, probably '98 - '02 or so.

Beyond that I doubt this is meant to resemble a specific model. Closest might be a 98 or 99 Mclaren.
