So, the hard drive is fried, but the actual console works and still has 4gb of usable storage in it. I want a PS3 to replace it with, so I have a two options. Should I :
Sell it on Craigslist and hope for a quick sale, and then buy a PS3 off of craigslist
2. Sell it to gamestop and they'll give me a 30% discount on a used PS3 there
any better options?

I think Gamestop is giving bonus points this weekend or next week for used hardware. It might only be applicable to next gen stuff, but still worth looking into.

Can you get more for your xbox if you replace the hdd? I hear it's pretty easy and drives are cheap

I always advise against buying used consoles. A bunch of people I know leave their's on all the time, and you never know with controllers either. Both my Dualshocks were in perfect shape coming into last year, but after 9 months of my roommate not setting them on tables, neither of them were worth a shit and I had to buy new controllers. Game consoles and peripherals are fragile and few people I've encountered respect that. If you're not getting a next-gen console anytime soon, I'd try to sell on Craigslist then buy new. They're cheap for all they can do, and it's cheaper to buy one new than two used.

The lack of backwards compatibility, particularly with GT6 coming out confounds me. I'd say screw it and go used then. I could easily see Sony helping Polyphony create a downloadable GT6 for PS4 along with some sort of cloud based game progress storage. And if they don't, that's dumber than shit because they would likely gain a good number of PS4 sales if guys with PS3s could play GT6 on them. I won't want a PS4/XB1 until I get sick of GT6 and they quit making Madden and NHL games for PS3.
