Is the car warmed up yet? VTEC doesn't work in cold engines.
Is the CEL on? Do you have an oil leak?

Coolant temp sensor not connected properly/broken? I'd wager the ecu and the dash get different signals... because VTEC.

My exterior temp monitor is still working. Are they different pieces? If so, where can I find the one for the engine temp to check it?

I ran it for an hour and a half and still nothing. And no leaks or CELs.

I'm not actually positive VTEC uses a vacuum line, I might be confusing it with VANOS. Frankly if I were you I would ask this question over at Honda-Tech.
