I hope the wet underneath is water. The rims just spray painted?

Nope, it's leaky even with new gaskets. Don't care that much. I'll re-seal it again eventually.

And yes, it's duplicolor wheel enamel.

That's weird, I'm thinking of Plasti dipping my winter rims.
