I just noticed the 1 and 2 that are under the lead picture in this article. I was almost afraid to click them, but when you do, a box appears with a comment that is in the article. Is that something new that I missed somehow? I haven't seen it before.

It's not really new, it's just a new way to present the image highlights tool - before, the 1 and 2 would have been plastered on top of the image, ruining the display.

I don't know if it applies to all pictures, just some, or what have you.

Now that I think about it, it's like the paragraph commenting they added a while back - you can click on a paragraph in the article and add a comment; the 1 and 2 are then shown under (or is it beside) that paragraph. Clicking takes you to the comments below.
