It's either a pretty good price, or a car to stay away from. Since it's a '90, it came with a short nose crankshaft (SNC). If you haven't heard of that, miata.net has a great writeup . Since it's made it this far, I'm guessing the engine was replaced. The short nose cranks had a tendency to destroy themselves right after a timing belt job. Some have made it to 200k without any issues, but most didn't.

Check the VIN on the oil pan and see if it matches the VIN on the firewall. You should be able to see it without jacking the car up if you're willing to lay on the ground. It's at the very front of the oil pan on the passenger side. If it doesn't match, check to make sure the last 6 digits of the VIN are 209447 or higher, and you're good.

I wouldn't buy a SNC miata. I own a '90 (and a '91 and a '95) but it had it's engine changed somewhere down the line. I paid $1300 for my '90 in about the same shape, except old clutch (still works) and needed tires.

NA 3-rotor ($3k all told for one with some nice bridge porting) and an RX-7 gearbox ($750); flat undertray with a diffuser ($100 if you make it yourself out of CF); nice coilovers and sway bars ($2k); and chassis braces and roll bar ($1k).
