Will I consistently be able to watch rally action via the streaming sites suggested after the jump? Any other suggestions? Thnksss

Sadly you won't, unless something major changes this year. That's one of the biggest issues in WRC, the lack of live TV or any TV except the daily roundups and event recaps.
We are all hoping that in 2014 we'll be able to see more events live on TV and even more preferably on the Internet.

*deep sigh*...and I was having headdy flashbacks of absorbing Marcus Gronholm and Peter Solberg (and Sainz) 2 feet away from the TV in highschool, eager to recreate than on my projector.

They (WRC promoters) did announce they expect at least 8 events to be shown live on TV next year, most likely on selected channels, which means we'll be able to see if with some creative googling, searching for the working pirate stream.
Take all this with a bit of hesitation because it's all unofficial and in the "we're hoping" domain.
