Picture a country with a restrictive border. Cars that pass emission and crash protection in Europe and elsewhere are not permitted.
Absurdities proliferate this system, such as trucks that are taxed over the price of chicken.
But in this country, a group of people are arguing over things inconsequential to this episode's plot.
In the future, a world exists of people communicating by computers.
They realized that loopholes would let them import and register any car they wanted as long as those people argued.
