Canadain dealers rarely do test rides. You need to go to a demo day, and they have fair strict requirements to demo the bigger bikes

They lied to make you assume you were responsible so they wouldn’t have to make a claim. Think of it this way. If you were purchasing your first motorcycle and didn’t have insurance, would they let you ride a SV650 or 300cc class bike? If you went to a car dealership to buy your first car, you wouldn’t have insurance but you can still test drive a car.
Test rides are part of doing business. If you are being negligent that is one thing, but their insurance will cover it. That is why the pay for it. They just don’t want to make the claim.

Not in Louisiana. You test it, you wreck it, your insurance pays for it.
2006 Louisiana Laws - RS 22:671 — Automobile liability coverage; loaner vehicle; driver\’s policy primary policy
§671. Automobile liability coverage; loaner vehicle; driver’s policy primary policy
A. Notwithstanding any provision of the policy,
the primary liability, physical damage, or collision coverage for a loaner vehicle shall be the policy of the driver
, not the policy of the vehicle sales or service dealer who provided the loaner vehicle.
B.(1) In this Section,
“loaner vehicle” means any vehicle which is provided to an insured driver
by a vehicle sales or service dealer for his temporary use as a replacement vehicle while the insured’s vehicle is being serviced or repaired.
The term shall also mean any vehicle which is provided to an insured driver by a vehicle service or sales dealer for the purpose of allowing the driver to demonstrate or test drive the vehicle.
(2) In this Section, “vehicle sales or service dealer” means any person engaged in the business of selling, repairing, or servicing motor vehicles.

I suppose you don’t get a test drive. It’s not just Louisiana. Insurance companies are aware of this: https://www.allstate.com/tools-and-resources/car-insurance/ask-agent-sharer-test-drives.aspx
