The article does raise important ideas, but I think that the coverage is sort of flawed in the sense that mobile ISPs vs fixed ISPs tend to be regulated differently. It also shows a supposed Portuguese pricing plan, when you click it, it takes you to a Quartz article that claims it’s a mock up.
I guess the title-2 protections were just band aids as they tried to figure out something more logical and fair!
