I would say this is marginal, but not over the line — ONLY because the imagery in it (the old Western movie cliche) is a century-old meme now. And not a meme that was ever really struck from the realm of acceptabiliy (like blackface, for example).
However, just to be safe, why not just use a man? Specifically a guy in a suit trying to commute to work? Modernize the imagery to your audience. This just seems lazy.

I don’t really think the problem is with the meme rather than with the fact that a woman had been killed this way not long ago, and that knowing the guy there’s no way it’s not about that.
