So if the Onion mentions their own name in a headline, like this:
“‘The Onion’ Has Obtained Exclusive Information From Jaime Phillips About Roy Moore’s Sexual Indiscretions”
Does that mean it’s actually true? Sort of the equivalent of a double negative? Or is it still just an Onion article?

It’s still fake. This is about the woman who went to the Washington Post with this story about being impregnated by Moore at 15. When the WP investigated they found she was working conservative bullshit group Project Veritas, who were presumably trying to make the Post look bad by biting on a false story. The Onion, of course, doesn’t have to worry about anyone questioning their journalistic integrity, so happily published a tongue-in-cheek article on the story.

Amazing.
This is the story that Project Veritas was shopping around and trying to get news organizations to bite onto .
Long story short, a woman hired by noted douche James O’Keefe was trying to get any reputable news organization to believe her story that Roy Moore impregnated her at 15, and then made her get an abortion. Once the “story” ran, O’Queefe would spring the trap and in an “aha!” moment say the story was all a fabrication in an attempt to cast doubt on the real victim’s stories of Roy Moore being a pedophile and creepy fucker.

It should also be noted that Moore tweeted about an exposé to be released the day before the Post released the story of the PV dickheads trying to goad them into those sorts of guarantees.
