Accord update/asking for advice

I’ll go in order of my priorities. First, any recommendations for what I should do to get the steering wheel back to it’s round shape? I have a lace up cover I’m going to put on it and figured that the chunk missing out of it will mess with that (it’s worse than the picture would lead you to belive). I was thinking duck tape, but I’m sure one of y’all can think of a better alternative.

Also, I replaced the 02 sensor today. So the only CEL I have is for the knock sensor. I’m going to get the car inspected tomorrow or maybe this afternoon. I read the TX DOT requirements for inspection and it didn’t say anything about CEL. But it did say that the emissions system has to be up to factory spec (paraphrasing.) The plastic intake hose is JB welded and duck taped together, so do you think that would be an issue? I’ll probably wind up calling a head and asking to be sure. Just wanna hear your thoughts.

Also the radio is in and working (but only one speaker is) I forgot it’s missing the brackets too. The radio came with a DIN bracket, but Honda wasn’t using those yet, so I’m going to have to order a radio bracket for the car. Right now it’s just kind of loosely hanging in there. Also it really doesn’t sound bad or quite with only one speaker. Idk how it would be for passengers, but who cares. I’m not some bourgeois banker who needs FOUR speakers!

Texas emissions are by county. Here in Houston they are looking for CEL codes and they do something to test the gas cap.

I’m in SA. It’s too old to have the emissions actually checked, but it did say they inspect to make sure the emissions systems are working properly. Idk if a duck taped intake would count as a fault or not though.

For the steering wheel, I’d just pick a used one up from a wrecking yard (or on eBay), and swap your airbag over to the new one. I would be surprised if a good used one costs more than $50.

For the CEL, are you in an emissions required county in Texas? The state safety inspection itself doesn’t look at a CEL, but the emissions inspection does if you’re in one of the dozen or so counties where it is required. IIRC, an illuminated CEL is an auto fail on an OBD II car(along with the bulb not briefly illuminated light at key on). You also have to have most of the readiness indicators set. However, you can have a pending code without problem and one (and sometimes two if old enough) readiness indicators not set and still pass. The other checks are basically visible smoke, visual check of exhaust equipment and a gas cap test.

And there’s no way you could find another used wheel from an Accord of a similar vintage (or Civic maybe?) to swap on instead - maybe at a PickNPull? I imagine most wheels from Honda at that time used the same wiring plugs, etc...?

I’m in Bexar county (SA) and they don’t do emissions testing. So as long as the intake doesn’t fail the visual inspection I think I should be good!

You should be good. I think the intake visual inspection rule is more aimed at looking for non-CARB approved aftermarket intakes from certain model years.

No worries, just offering suggestions. How long does this beast have to last for? Could you just wrap some duct tape around the part that has the chunk missing and then put the lace cover on? Sortof just build up only the part that is missing with the duct tape?

Sand down the wheel, have a metal worker hammer/bend it back round if you’re not comfortable doing that, smooth any bumps incurred, get a small bit of dap weldwood landau top and trim, apply to both wheel and cover, carefully apply cover once solvent smell has largely disappeared (don’t sniff too much), lace up cover tightly.

Glue a chunk of high density foam on and cut it into the right shape.
