That plate is illegal all over the normal world, because the white/gray lettering makes it unreadable, and being readable is the main and only purpose of a car plate all over the normal world... retarded Countries excluded, of course.

It’s also rare to see an almost completely whited-out plate as well. Surprised cops haven’t pulled him over for that yet, unless they already have.

That’s a (mid?) ’97 issue plate - the current sequence started sometime in 1997.
My family’s ABxx plate is just about 20 years old now, give or take 3 weeks.
