Prepare to be underwhelmed.
Forza 7 is not the best title in the Forza series. Specifically on the Xbone, it feels incredibly unfinished. And I also take serious issue with their attempt to include gambling/gotcha boxes.

Yeah, I can’t say, based on reviews/comments that I’m willing to spend the ~$60 on this game. For PC, would you say H3 is the better buy?

After spending the weekend reading about what the 1X is doing for even old games (boosting to 60 FPS and beyond, automatic 16x anisotropic filtering, increased texture resolution sometimes to almost 4k on even on older titles) couples with supersampling on 1080P televisions I think I might return to Xbox. Let us know how it is or a mini review.

I wasn’t too interested in upgrading to the Xbox one X until I heard it has 1440p support. That got my attention as someone who has everything hooked into a monitor and is looking to upgrade from 1080 to 1440.

FH3 is certainly far more ‘fun’. FM7 feels just a little too serious, whereas 6 was still enjoyable and approached the same level of fun that 4 had.
The issue is I see quite a lot of complaints about issue with FH3 on PC, so YMMV.

I pre-ordered the UE on digital, then after getting to play it 4 days early when they had not yet brought back the permanent VIP 2X credit bonus and instead tried to pass-off these 5, 5-use mod cards as enough for VIP players, I refunded the game and filed a complaint the FTC for their underhanded and false advertising. MS changed the VIP description after the outrage online got big enough.
I then went to Costco on Tuesday they day the game released and bought the UE for $85 and picked up where I left off. They did finally bring back the permanent VIP 2x credit bonus a month later.
I’m still perturbed about quite a few things in the game, but at $40 it’s worth playing I suppose. Just be prepared for a lot of BS, like locked cars and the requirement to use mod cards to actually make any money.

FH3 was an absolute mess on PC the first months: both triggerable and random crashes and lock-ups, framerate drops, ... It’s gotten a lot better though.

To the point that it’s a good game? Is it the best Forza for PC? I’ve never played a Forza game because I don’t have Xbox, so I’m trying to determine which one I should jump into.

Yeah, I’d say it’s worth it right now. What it is not however, is a “real” racing game, i.e. one where you focus on finetuning your setup (though you can still do that) and hitting the apex on every corner. It’s more of a free-form, open world goof-around-with-cars thing. As far as expansions go, Blizzard Mountain is great, the Hot Wheels thing kinda disappointing.
If you’re looking for more of a core Forza experience (Motorsport instead of Horizon), I’d suggest starting with Forza Apex, which is free iirc. I’ve got no experience with FM7, so can’t help you there.

I already have it and I don’t see at all where your gripes are coming from. The game feels very finished, but some features are missing but the game as a whole is solid and a working game so it’s finished by gaming standards.

Well considering they only just let us use the AH in game, more than month after release, I’d say it wasn’t ready. They also need to fix tons of bugs everywhere. Like the car selection menu being so laggy it’s nearly impossible to get through your garage to find anything without waiting forever for the game to catch up. Forzathon isn’t out yet either.
And then there are the insipid design choices like locking more than 100 cars behind an asinine exclusivity wall for zero reason. What was so wrong with letting players buy the cars they want if they have the money in the game? I’m not saying they can’t have some sort of progression to the career mode and only let people race certain cars until later. That’s fine. I want to be able to buy, upgrade, and tune the R-30 GT R and the 1-Series ///M. Oh wait, I can’t. I’m not worthy enough.
