But seriously that is messed up. When I was in college the University had just finished some on-campus apartments and had similar, though not nearly as bad, problems. Only one I remember for sure was someone’s AC wasn’t working well. When maintenance opened up the vents, they were full of cups, drywall, 2x4 scraps, etc so... not surprising.

I wouldn’t call it an epidemic, but it’s frequent enough to irk me. Certain trades that require you be enclosed in the house all day (mostly mudding and interior painting) are more likely to commit this transgression.
Ultimately depends on your quality of labor... Pay more for a more professional team, you’ll probably get less piss. Also, if you find piss in a home, look out for more corner-cutting on the materials, as pissing directly on the floor is about as lazy as you can get, which is safe to assume is applied to their quality of work.
