One of the guys I work with kept doing this with his car. Some other coworkers parked their trucks besides his car and blocked him in, he learned his lesson.

Nope - they’re all spots in the middle of the back row, not on the end. The problem is that the lot is long but not very deep. As a result, we have to park miles away and hike seemingly forever to get to the office when assholes park like this.
We are an agency that deals with transporting the handicapped. And yet we have a few bros that park their bitchin’ Cameros side by side in the handicapped parking spaces, obviously no plate or placard. Just friggin’ walk the extra 25 feet ya lazy douchenozzles, because, unlike most of our customers, YOU CAN.

Some of that started happening a few months ago at my employer. It stopped quickly when the boss’ assistant sent out an email to everyone that, “you will park in only one marked space, and not in the handicapped zones without proper permits, or we WILL tow you.”
it helps that we have our own tow trucks and an impound lot. (I work for the state...)

Some police departments encourage people to report handicap parking violations. Some states have volunteer groups who are authorized to write tickets for handicap parking violations. The ticket writers are often disabled themselves.
The people parking like a-holes should be blocked in. Make them crawl in from the passenger’s side a few times and they will get the message.
