This is so common here that even the police do it. It’s accepted norm to cross the lanes of traffic near you first, and wait in the middle to cross the second direction when it clears. If someone doing this has stopped your oncoming progress and blocked your lane and you honk at them, they will look at you like you’re crazy.

That happens here too, though not all the time. This wasn’t that.
They just cruised right through the stop sign, hesitated past the first lane, kept going, hesitated again, kept going, just inching more and more into my path. They may have just not seen me at first, but as I got closer they were staring at me like “why is this idiot driving in a perfectly normal manner he’ll kill us all”.
And I’m not in a BMW, so my signals work. You’ll notice that despite that fact I still couldn’t actually turn until I was past the intersection.

No. At the point where I could have done that, they weren’t far enough out. Most reasonable people would have seen me signalling and hit the brakes, then where would I be?
Besides, I like to go in front so I can stare them down

I will admit to having done this back in August (except I cut in front of the turning car once I realized it was turning). In my defense they they didn’t have their turn signal on when I made the move. I was expecting to be able to go behind them after they passed through the intersection but then they started slowing down after I was already in the road. Still, not my best driving moment.

The most common version of this is people that pass the white line in a left turn lane on a tight 2 wide turn lane.
Like this but the people the people heading right also have a light, but sneak too far into the intersection.
