A while ago the powers that be in WA state made a lot of dramatic claims about this stuff too, even placing plenty of signs on the road. Still plenty of LLCs out there, although maybe no more than the past. Also plenty of claims of tickets given to these obstructionist or oblivious lesser mortals, although I don’t know the accuracy of said claims.
