 The picture looks like the coating still adheres. It isn’t flanking off. I guess that there is a mismatch of expansion or contraction rate. Alternately, dry out like what can bee seen in a dried mud puddle could make that pattern.

Bondo or some other sort of filler put on thick and painted over. It cracked when it dried (filler shinks when it dries, but it’s not an issue if it’s applied thinly and allowed to fully cure before painted) after being painted over.

You can check it with a magnet to see how thick the filler is, but that looks a lot like a repair that shrank underneath the paint.

That sounds about right. Except for the cracking, the paint is in uniformly so-so condition all over the vehicle, so I will probably just leave it as is. I do like the GM Medium Blue color.
