Because Bombardier have shit the bed building trains for Toronto, Waterloo, and Ottawa among others due to supplier delays forcing the hand of customers to look to alternatives such as Alstom anyways. For reference, TTCs order of 200+ street cars has been delayed a dozen times and they’re even going to miss their severely revised 2017 delivery deadline (currently 42 of 70ish fulfilled).
