1. Has anyone used this product and is it any good? $20 per can, matches my 1971 GM Medium Blue WA5190, they claim.
2. What for a primer if I’m covering bare metal? Etching? Epoxy?
Finish is not very critical; I just want it to protect the metal and last as long as possible.

I’ve used that paint! I tried to stop some rust on my Mazda3 (ha!) and ended up using this brand to cover up the PO15 since they had the best price I could find. I also used their 2k (I think) clear coat.
I don’t have anything to compare them to but I felt they did a good job. It wasn’t an exact match but it’s really close. That could also be attributed to sun fading on the existing paint of the car.
Just make sure to do proper prep work, that seems to matter almost more than the paint. I sprayed this over POR15 and it worked well. You can see clearly the areas I didn’t prep the POR well enough though, it’s peeled in some of those places. Probably not the best use case to get results from though, my Mazda has continued to rust as is it’s natural way.

Epoxy, in my opinion. If the metal is bare make sure it’s rust free and clean with a 180 grit finish. If there’s pitting and rust fleck you can use a rust converter/remover beforehand.
I would NOT use POR15 on any smooth clean metal.

But keep in mind epoxy is not a surfacer.
If you’ve got a compressor (even a 25 gallon one) and a Harbor freight purple gun, you can get a quart of epoxy and a quart of catalyst for around $50. SPI makes a well reviewed epoxy that you can get for around $100.

here was my attempt at figuring out what the fuck primer to use. i ended up getting a pretty pricey PPG system since it was basically sold as a high-solids epoxy based direct to metal sandable primer/surfacer. the supplier i used said it’s a little tougher to sand than an urethane surfacer but it will feather out well. i haven’t had time to sand it though, i brushed it on as more of an emergency rust mitigation thing. it is doing that well.

product was vibrance VP2050 and VH7050. i did the math when i was purchasing, it was cheaper for me to get a gallon of this than a gallon of surfacer and a gallon of epoxy (they sold the epoxy in quarts but only about 30-50% less than a gallon). i think i paid about $170 for a gallon of this on the friends-and-family non-commercial discount; a commercial shop would have been about $210-220.

I’d go self-etching if possible. I did an engine bay on another car and ended up using self etching primer from Walmart. It’s a bit more expensive and you need to be using a respirator, you don’t want to breath that stuff in, gave me a good base to paint over though.
I wish I was able to sandblast! POR15 requires a bit of rust to do it’s stuff but I’d have rather gone down to bare and then primed + painted and left out the POR entirely.

I haven’t used it, but be aware that in won’t actually match no matter what, because your paint has spent 46 years in the sun.

I never used their primer, but I used their paint. Matches 100% on my 1 year color optioned 96 caravan. The model is the one I used Automotive Touchup on. Was supposed to repaint replacement gas door, but I like it dark grey.
You do need a clearcoat.
