WTF is the driver of that black car trying to do here? Is he starting over after having tried to park perpendicular there? He’s backing out at a weird angle and causing problems for everyone around him.

That’s a dumb thing to do. The amount of water coming down could dent the sheet metal. The water is probably carrying debris like sand and rocks. And there’s a good chance the subsurface support for the road is being washed away. That’s the start of a sinkhole.
