We now know why the valve cover was leaking, and why the prior owner tried to seal it with silicone.
He broke off the bolt. He apparently did not have the advice of friendly Oppos, and overtighened. I am going to get this sumbitch out if it kills me.

Shouldn’t be too hard to get out with an extractor. Getting all of the silicone off without getting bits and pieces of it into the head is going to be more work.

If you are careful you might be able to use a hammer and chisel to slowly rotate the bolt back out. Just make sure you are hitting it in the right direction.
