well, the machine work was artwork after Packard came in. They took out a license from Rolls-Royce to build the Merlin (as the V-1650) since the Allison V-1710 wasn’t ready. They complained to Rolls that they couldn’t build the engine to Rolls’s tolerances because they were far, far too loose. Rolls-Royce was still making them as virtual one-offs, every engine needed a tremendous amount of hand-fitting. Packard actually pretty much re-designed much of the engine so it could be mass-produced.
