No but apparently someone on my street thinks I’m running a business so every now and then someone from the council comes down and asks anybody in passing if they know who I am and if they know if I’m running a business. It’s become a standing joke with the occasional neighbour shouting across the street, “your not running a business are you!?”.

Ugh, That’s why I fear putting my cars by the road to sell them. There’s always one nosy neighbour who won’t let you do your thing.

No necessarily, but for car cleaning you need to be tax registered and business registered at Companies House. For car cleaning on a road side you need to show you are safely collecting and disposing of the water unless you can talk them into not enforcing it by using Ph safe chemicals that don’t harm the environment, water supplies or wildlife.

Here your allowed to sell a car privately, but if your doing it as a business, then you need to be tax registered and have premises registered as a company address.
Everyone knows it’s not a business.
I suspect I know who it was. There’s an old woman who loves watching whats going on and rather than find out what it is makes something up and goes with it.
I don’t take money and they can check my bank accounts if they want, though if they want to check my bank they will have to one of my police friends with them and forms requesting it and why.

No. The council, Department for Environment, Food and Rural Affairs, the water board (United Utilities) for water and wastewater, etc... don’t allow anything.
The council jumped on one guy where I live for having two wheelie bins. They watched him for three months taking two wheelie bins out to the road every fortnight (regular waste goes out one week, paper-cardboard, glass, plastic and metal go out the following week in certain bags and bins), he was only registered for one bin. Turns out he was taking out the elderly next door neighbour’s bin for her. That one blew up in the council’s face for wasting council tax money, lol.
At work if a milk carton gets damaged, you can’t just tip the rest away, it has to be bucketed, frozen and waste disposal comes and collects it with forms triple signed on carbon paper. Milk can be very harmful if it gets into the water table (rivers), fish and plant life can be killed off.

If the cars are registered in your name I wouldn’t be concerned. They’ve to prove your doing something wrong. Proving you aren’t takes little to no time if your not doing what they’re accusing you of.

Are you allowed to clean your car on the street in France?
In Germany your not, especially on a Sunday.
Here in the U.K. Sunday is the traditional day for people to wash their cars, mow their lawns, etc... oh and drink beer.

You’ll get dirty looks for mowing your lawn on a sunday in France.
Washing your car: technically, you’re not allowed to dispose of used water on public roads, You’d get a warning the first time, or a 450€ fine the second time. On private property, it get technical: you’re not allowed to dispose of non domestic wastewater in the collecting system. So there’s the question of what is considered domestic
