Even if we used the most powerful thermonuclear weapon we have it would barely make a dent in a Cat-5 hurricane. Those things have way more energy in them than any single weapon mankind has ever made.
Besides all that though bombing hurricanes is dumb and I’m lol’ing at people seriously discussing if we should do so or not.
