It’s more similar to the long “o” sound than the short “o” sound, at least when spoken by South Koreans. Korean when spoken by Norks sounds extremely bastardized and barely recognizable to me.

Perhaps. I wouldn’t put it past the North Korean government to essentially freeze the way Korean is spoken up there, so everyone speaks in the same accent; something about preserving and safeguarding the Korean language from foreign aggressors and those pesky imperialist powers or some such nonsense. Or perhaps, their insular nature amplified whatever accents they had once the DMZ was established creating a feedback loop and thus North Korean Korean evolved differently from South Korean Korean.
