This guy. Dude at Lexus said they sprayed the back with a hose and about 6" flew off. Basically the space between the two small chips connected to have chip intercourse. When they splooged, this is what happened.
The paint was lifting pretty badly, it was only a matter of time...

Well the dealership would do it in good faith rather than prior condition. It would be something along the lines of they don’t have but they want to because they a premium dealer who made a “mistake” I wasn’t suggesting they had too, they might just do it to keep his business, a Lexus dealership should operate much better than a Kia dealership

Happened to an Acura CL I had less than 2 months after I bought it at a car wash. Took it to another dealer and estimator told me it was too thin to be factory paint, probably hit while loading/unloading from truck. Dealer did not admit to it, tried claiming I did it with a pressure washer, after raising hell they did the repair for free (but did not offer loaners)

That sucks, looks like it was repainted before, or shittily painted in the first place, a good shop should be able to match it and clear it pretty easily.
