Behind the back bumper. There’s a hole in the bumper aligned perfectly with it (see the hole in the lower-center of the picture, to the left of the license plate). Looks like a tube with something inside...

Mystery solved: It’s for lowering the spare tire.

Spare tire winch access. In my chevy, the hole is covered by a cap that you have to unlock with the key.
