It’s 21 in all states - the federal government threatened withholding of highway funding decades ago until the lagging states raised it.

There are some exceptions in some states, though, usually based around a core of religious requirements. Ohio, for instance, allows anyone to drink if it happens either at a parent or legal guardian’s home, or at a table (not the bar) at an establishment that serves alcohol. A parent or legal guardian must serve the alcohol, and the underage person cannot order the alcohol if it’s at an establishment.
