The band is from England, one of the actors is from New York, and they sold the Alpine in South America as a Dodge - so this could be somewhere in central America.

at approx 3:13 the front plate (well i think) looks like it says Texas across the top of it

Yeah. Most likely this was shot with a South-American market Dodge Alpine somewhere in Texas.
